Recently I did some research into the topic of Tor anonymity networks.  Although strictly limited to TCP streams Tor is probably one of the better implementations currently available for low-latency anonymous communications. Take a look at the report I wrote up on the topic, I cover some of the earlier variants of anonymous networks as well as the actual implementation of Tor. Please be aware although there is an abundance of legitimate uses for Tor many have thought up a plethora of illegitimate uses.
